On the steam systems still running in plenty of century-old houses around here, a plugged air vent traps air in the radiator so steam never arrives, while on hot-water loops the same cold room usually means trapped air needs bleeding or a valve has seized part way. Balance matters too. A long branch reaching an addition or an upstairs bedroom over an unheated porch will always struggle against shorter loops closer to the boiler, and that's a setting question rather than a broken part. Hammering pipes point at pitch and condensate, not at the radiator.
